BTA, SUBATRA to develop strategic plan and common legislative-executive agenda

COTABATO CITY  — In a bid to develop a common legislative-executive agenda and strategic plan for the Bangsamoro Transition Authority, members of the Bangsamoro Parliament are participating a four-day seminar-workshop from July 5 to July 8 in Cotabato City.

The activity is in partnership with the Support to Bangsamoro Transition (SUBATRA), an European Union (EU)-funded program that is designed to provide technical assistance for the capacity building of executive and legislative branches of the BTA during and after the transition period.

The SUBATRA are also expected to strengthen the Parliament’s ability to exercise its legislative oversight and representation functions during the transition.

Engr. Mohajirin Ali, the SUBATRA Project Director, said the four-day activity would help establish “an enabling democratic governance environment for a smooth implementation of the transition in Bangsamoro.”

“This important activity is anchored in one of SUBATRA’s key desired results, which is to improve the physical and organizational framework of the Bangsamoro Parliament,” Reginald Pastrana, SUBATRA key expert, said.

Members of the Parliament will develop a common legislative-executive agenda for the first two days and develop a strategic plan for the Parliament on the last two days.

The BTA will work with experts to define the Bangsamoro Government’s vision, mission, and core values.

Different BARMM ministers will also provide updates on the first Bangsamoro Development Plan, administrative and moral governance, infrastructure development, economic development, energy and environment, and peace and order situation in the region.

Deputy Speaker Atty. Omar Yasser Sema, SUBATRA’s focal person, said that the activity would help the Parliament craft the remaining priority codes in the Parliament, such as Bangsamoro Electoral Code and the Bangsamoro Local Government Code.

Through strategic planning, he said, the Parliament can map out and plan for the successful crafting of the said codes. (Publication and Media Relations Division)
