LEGISLATIVE PROCESS (BILL)
Crafting of Bill
A bill may be filed either by a Member of the Parliament (MP) who is not holding any executive position (Private Member Bill), the Chief Minister (CM), a Cabinet Minister (Cabinet Bill), or a Committee of BTA (Committee Bill).
Filing
Bills are filed at the Bills and Index Division under the Office of the Secretary-General which shall indicate therein the number and the date it was received.
Calendaring
The Majority Floor Leader calendars the bills filed for first, second, and third reading.
First Reading/First Stage of Bill
During the first stage, a bill is introduced in the BTA. The Speaker shall direct the Secretary-General to read the bill’s number, title, and author. At this stage, the Speaker shall recognize the author of the bill to declare in the plenary session whether the bill is a cabinet bill or a private member bill. If the bill is a private Member bill, the author may propose the inclusion of additional authors by making the appropriate request to the Majority Floor Leader.
Second Reading/Second Stage of Bill
During the second stage, the proponent will deliver his/her sponsorship speech containing the general principles, outline, objectives, and purposes of his/her bill. Thereafter, the bill shall be referred to the appropriate committee.
Committee Stage
At this stage, the concerned committee shall examine, scrutinize and deliberate in detail and line by line the legislative proposal. It may consult, invite and solicit opinions from experts, relevant ministries and offices, the public and other interested parties. The committee concerned may propose amendments or revisions to the proposal, and if there are no changes made, the bill is deemed submitted to the next stage.
Committee Report
The Committee shall then render a report on the bill to the plenary.
Consideration and Deliberation Stage
The Members of BTA shall deliberate and debate the committee report, including proposed amendments if there are any, in the Plenary Session, except when the proponent has already agreed to adopt the committee amendments. But if the proponent of the committee report does not accept the amendments, the period of amendment continues, and he/she can propose his/her own amendments. This is called the Committee Amendments which refer to the alterations, modifications, and changes made or proposed to be made to the bill that are offered by the proponent. Individual Members can also propose amendment. This is called individual or floor amendments, which refers to any alteration, modification, and change made or proposed to be made to the bill by other Members of BTA. Both the committee amendments and individual or floor amendments shall be debated and voted upon.
In cases where the BTA Members decided to recommit the bill, it will be referred back to the Committee where further deliberations can be done.
Approval on Second Reading
The members of the Parliament will vote for the approval of the bill on second reading via viva voce.
Third Reading/Final Stage
During the final stage, there shall be a final debate on whether or not to pass the bill. No amendment can be considered at this time. The proponent of the bill or author of the motion shall have the right to close the debate. During the voting, the Majority Floor Leader shall only read the title of the bill, provided that printed copies of the bill shall have been distributed to the Members of the BTA at least three (3) days before voting ensues. However, in case of a certified bill or emergency bill, the three (3) days requirement herein is waived, and the voting can be done on the same day the bill is approved in the Final Stage. The Speaker shall ask for a roll call vote by show of hands or by standing or sitting.
provided that any Member who wishes to abstain shall manifest by saying “Mr. Speaker, I abstain”, without the need of explanation.
Approval of the Bill
After going through the stages herein provided, the printed form of the approved bill/Bangsamoro Autonomy Act (BAA) shall be signed by the Secretary-General and the Speaker.
Signatories
Every bill passed by the Parliament shall, before it becomes a law, be presented to the Chief Minister. The Chief Minister shall sign the bill within thirty (30) days after the date of its receipt, otherwise, it shall become a law as if the Chief Minister had signed it.
Publication/Effectivity
The enacted law shall take effect after fifteen (15) days following its complete publication in at least one (1) newspapers of general circulation within the BARMM.
Submission to the Congress and to the Office of the President a Certified True Copy of the Act
The Speaker of the Parliament shall, within ten (10) working days from their approval thereof, submit to the President and to the Congress of the Philippines a certified true copy of all laws and resolutions approved by the Parliament.

LEGISLATIVE PROCESS (RESOLUTION)
Crafting of Resolution
Resolutions are crafted by any Member of the Parliament.
Filing
BTA Members may file their resolution/s to the Bills and Index Division (BID) under the Office of the Secretary-General which shall indicate therein the number and the date it was received.
Calendaring
Majority Floor Leader will calendar and include in the Legislative Agenda the resolutions filed.
First Reading
The Speaker shall direct the Secretary-General to read the resolution’s number, title, and author.
Referral to Committee
The Speaker shall have the duty to refer the resolutions to the appropriate committees.
Committee Deliberation
At this stage, the concerned committee shall examine, scrutinize, and deliberate the resolution. It may consult, invite, and solicit opinions from experts, relevant ministries and offices, the public and other interested parties. The committee concerned may propose amendments or revisions to the resolution, and if there are no changes made, the resolution is deemed submitted to the next stage.

Treated as Simple Resolution and Moved to the Business for the Day
A simple resolution is a measure used by the BTA to take action affecting its own procedures, urgent resolution requiring immediate action by the BTA, or to express an opinion, sympathy or commendation.

Adoption/Signatories
After going through the stages herein provided, the printed form of the adopted resolution shall be signed by the Secretary-General and the Speaker.
Submission to the Congress and to the Office of the President a Certified True Copy of the Act
The Speaker of the Parliament shall, within ten (10) working days from their approval thereof, submit to the President and to the Congress of the Philippines a certified true copy of all laws and resolutions approved by the Parliament.
