Management Information System Division

Mandate
The Management Information System Division is the primary arm of the Parliament responsible for providing ICT services and solutions to the Bangsamoro Parliament enterprise users. Through an end-to-end approach, it acts as service management for Parliament-wide ICT systems and infrastructure, working with other offices, departments, services, divisions, and other stakeholders at various levels. The mandates of the MISD are: To develop, update, maintain and implement a Bangsamoro Parliament Information Systems Strategic Plan (ISSP), in coordination with the Parliament’s departments/divisions/offices concerned; To assist the Parliament in the pursuit of efficient, effective, and transparent governance through the proper management of Parliament Information and Communications Technology (ICT) systems; To enhance and maintain internal administrative systems and facilities of the Parliament to improve employees’ efficiency and productivity; To maintain a secured and highly available Parliament portal to maximize efficiency and provide rapid, high-quality service to the constituents of the Bangsamoro region and provide public easy access to reliable information.
Vision

MISD envisions a digitally transformed Bangsamoro Parliament adaptive to the advancement of technology in upholding moral governance and in improving the public service delivery of the Parliament to the Bangsamoro People.

The MISD commits to:

1. Provide every employee access to vital ICT infrastructures and services

2. Achieve operational excellence through the reliable and efficient application of technology

3. Maintain high-quality information to support business decisions

4. Maintain IT-related risks at an acceptable level

5. Assist the Parliament in achieving its goals and objectives by improving value creation through effective and innovative use of ICT

6. Be the catalyst for the Parliament’s growth and transformation to a premier digital organization.

Activities

CERT Security Essentials Training

General Santos City, August 31, 2023 – In an effort to bolster cybersecurity measures and fortify the digital defenses of the region, the Department of Information and Communications Technology (DICT) Region 12 and Mainland BARMM, proudly conducted the CERT Security Essential Training at the Venue 88 Hotel, General Santos City.

This vital training session was attended by different government employees in the region, including the IT Officers of MIS Division Engr. Imyra Indian-Albay (ITO II), Sailanie Montila (ITO I), and Chief Engr. Mohammad Nizhar Acmad.

The CERT Security Essential Training is an indispensable initiative aimed at empowering IT professionals with the knowledge and skills needed to safeguard critical digital assets from an ever-evolving landscape of cyber threats. In today’s interconnected world, where data breaches and cyberattacks are on the rise, being well-prepared is not just an option; it’s an imperative.

MISD 2023 Mid-Year Assessment

Last July 3, 2023, the Management Information System (MIS) Division successfully conducted its 2023 Mid-Year Assessment at the PCSS Conference Room, 8Z Building, Cotabato City.
Facilitated by the experienced Planning Division, this assessment aimed to evaluate the Division’s progress during the first half of the year and set the course for the second half.

The assessment delved into the Division’s accomplishments, meticulously reviewing activities and their outcomes. Updates and strategic plans for the remaining months of 2023 were also discussed, providing valuable insights to ensure continuous growth.

The MIS Division recognizes the importance of this activity in fostering a transparent and data-driven approach to enhance its services and better serve the BTA-Parliament.

ICT Research and Innovation Exhibit

In a bid to foster technological advancements and strengthen community engagement, the Bangsamoro Information Communications Technology Office (BICTO) hosted a two-day ICT Research and Innovation Exhibit at the People’s Palace in Cotabato City on June 26-27, 2023. The event witnessed the active participation of the Management Information System Division of BTA-Parliament, further enhancing the collaborative efforts between the government and the people.

The Management Information System Division took stage at the exhibit, featuring an impressive array of Information Systems Projects, Digital Literacy Trainings, and cutting-edge ICT Projects. These exhibits aimed to showcase the transformative power of technology and enable the public to witness firsthand how ICT initiatives can revolutionize various sectors in the Parliament.

MISD Benchmarking

To improve the delivery of ICT services and solutions to the Bangsamoro Parliament enterprise users, the Management Information System Division, with the divisions under the Office of the Parliament Speaker, benchmarked and toured the Development Academy of the Philippines, House of Representatives, and Senate of the Philippines last April 10 – 14, 2023. This is in partnership with Support to Bangsamoro Transition (SUBATRA) and United Nations Office for Project Services (UNOPS).

Technical Training on Human Resource Information System

Last April 17-19, 2023, the MISD in partnership with NSPIRE Inc the service provider, conducted technical training on Human Resource Information System at the Digital Transformation Center, DICT Provincial Office, Cotabato City as part of Phase 1 of the BAERP project.

The purpose of the Training is to inform, equip and identify appropriate actions, strategies, and activities required to achieve the desired outcome and optimum use of the Human Resource Information System (HRIS).

MISD Strategic Planning Workshop

The MIS Division conducted a Strategic Planning Workshop last December 26-28, 2022 at Kampsayt Resto, Cotabato City.

Bangsamoro Parliament Digital Literacy Training Program

Workshop and User Training on the Philippine National Public Key Infrastructure (PNPKI) Digital Certificate

October 11, 2023 – In celebration of Cybersecurity Awareness Month, the BTA-Parliament Staff gathered yesterday for an impactful Workshop and User Training on the Philippine National Public Key Infrastructure (PNPKI) Digital Certificate in the PCSS Conference Room, 8Z building, Cotabato City.

The Public Key Infrastructure (PKI) forms the bedrock of secure communications, fostering trust and protection. It ensures the authenticity, confidentiality, and integrity of information that flows between individuals and government agencies.

Mastering Digital Workspace

In a dynamic step towards modernization, the Office of the Members of the Parliament staff gathered once again at Nursalam Hall, Alnor Hotel and Convention in Cotabato City on September 13-14 of “Mastering Digital Workspace: Intermediate Training for Enhanced Productivity”.

Organized and led by Chief, Engr. Mohammad Nizhar Acmad and the Management Information System Division, in partnership with DICT Region 12 and Mainland BARMM, this event underscored the growing importance of digital workspaces in the realm of government operations.

Data Management Training

Management Information System Division successfully conducted Data Management Training last August 17-18. 2023 in partnership with DICT Cotabato City, Maguindanao Digital Transformation Center.

Information System Strategic Plan Workshop- for ISSP-TWG

The MIS Division, led by the ISSP Focal Engr. Mohammad Nizhar Acmad organized a dynamic planning and workshop session for the dedicated ISSP-TWG Members. Held from June 9-12, 2023, at the Acacia Hotel Davao, Davao City, this event was a significant step towards shaping the future of our Information System Strategic Plan in BTA-Parliament.

Information System Strategic Plan Orientation/Workshop for the BTA Heads

The MIS Division, under the leadership of Engr. Mohammad Nizhar Acmad, collaborated with Bangsamoro Information and Communications Technology Office (BICTO) to organize an Information System Strategic Plan Orientation/Workshop for the BTA Heads. Held on June 7, 2023, at the Kutawato Hall, EM Manor Hotel & Convention Center.

Mohammad Nizhar A. Acmad is a licensed Electronics Engineer and Electronics Technician. He was a Second Placer in the Electronics Technician Board Exam last October 2014. He finished his Master’s Degree in Electronics Engineering from the Ateneo de Manila University with a research study at Scuola Superiore Sant’Anna in Pisa, Italy. His research in Optical Networks-on-Chips was one of the 2017 Loyola School Publications Awardees. He also finished his Executive Course in Cybersecurity from the Asian Institute of Management in Makati City. Engr. Acmad was a former lecturer and researcher at the Ateneo de Manila University before entering the Parliament. Engr. Acmad was also awarded as one of the 2019 Most Outstanding Cotabateños for his contributions as an engineer and a youth leader. He represented the Philippines at numerous international conferences such as the Initiative for Peace Conference in Hong Kong, the Global Youth Leaders’ Summit in Singapore, and the International Conference on Cohesive Societies in Singapore. Currently, Engr. Acmad is a member of the Philippine Institute of Cybersecurity Professionals (PICSPRO), the Information Systems Audit and Control Association (ISACA), the Analytics Association of the Philippines (AAP), and one of the Board of Trustees of the Institute of Electronics Engineers of the Philippines (IECEP) – SOCCSKSARGEN Chapter.
