Management Information System Division

Mandate
The Management Information System Division is the primary arm of the Parliament responsible for providing ICT services and solutions to the Bangsamoro Parliament enterprise users. Through an end-to-end approach, it acts as service management for Parliament-wide ICT systems and infrastructure, working with other offices, departments, services, divisions, and other stakeholders at various levels. The mandates of the MISD are: To develop, update, maintain and implement a Bangsamoro Parliament Information Systems Strategic Plan (ISSP), in coordination with the Parliament’s departments/divisions/offices concerned; To assist the Parliament in the pursuit of efficient, effective, and transparent governance through the proper management of Parliament Information and Communications Technology (ICT) systems; To enhance and maintain internal administrative systems and facilities of the Parliament to improve employees’ efficiency and productivity; To maintain a secured and highly available Parliament portal to maximize efficiency and provide rapid, high-quality service to the constituents of the Bangsamoro region and provide public easy access to reliable information.
Vision

MISD envisions a digitally transformed Bangsamoro Parliament adaptive to the advancement of technology in upholding moral governance and in improving the public service delivery of the Parliament to the Bangsamoro People.

Mission

The MISD commits to:

1. Provide every employee access to vital ICT infrastructures and services

2. Achieve operational excellence through the reliable and efficient application of technology

3. Maintain high-quality information to support business decisions

4. Maintain IT-related risks at an acceptable level

5. Assist the Parliament in achieving its goals and objectives by improving value creation through effective and innovative use of ICT

6. Be the catalyst for the Parliament’s growth and transformation to a premier digital organization.

Activities

MISD Benchmarking

To improve the delivery of ICT services and solutions to the Bangsamoro Parliament enterprise users, the Management Information System Division, with the divisions under the Office of the Parliament Speaker, benchmarked and toured the Development Academy of the Philippines, House of Representatives, and Senate of the Philippines last April 10 – 14, 2023. This is in partnership with Support to Bangsamoro Transition (SUBATRA) and United Nations Office for Project Services (UNOPS).

Technical Training on Human Resource Information System

Last April 17-19, 2023, the MISD in partnership with NSPIRE Inc the service provider, conducted technical training on Human Resource Information System at the Digital Transformation Center, DICT Provincial Office, Cotabato City as part of Phase 1 of the BAERP project.

The purpose of the Training is to inform, equip and identify appropriate actions, strategies, and activities required to achieve the desired outcome and optimum use of the Human Resource Information System (HRIS).

MISD Strategic Planning Workshop

The MIS Division conducted a Strategic Planning Workshop last December 26-28, 2022 at Kampsayt Resto, Cotabato City.

MISD Year-End Assessment, Planning, and Review 2022

The MIS Division conducted a Year-end Assessment, Planning, and Review for 2022 last December 16-18, 2022 at Davao City.

Orientation of Process Flow of Divisions under the Office of the Parliament Speaker

The MISD participated in the Orientation of Process Flow of Divisions under the Office of the Parliament Speaker last December 15, 2022 at Citymall Convention Hall, Cotabato City. The MISD Chief, Engr. Mohammad Nizhar Acmad discussed the mandates, function, services, programs, and projects of the Management Information System Division. The activity was attended by Members of Parliament staff.

Bangsamoro Parliament Digital Literacy Training Program

Basic Digital Literacy Training - Office of MP Mohammad S. Yacob, PhD

The Bangsamoro Transition Authority – Managed Information Systems Division (BTA-MISD) once again collaborated with the DICT Maguindanao – Cotabato City for a Basic Digital Literacy Training from March 28 to 31, 2023 at the Cotabato City Digital Transformation Center (DTC).

To capacitate the workforce with up-to-date technology and deliver efficient and effective services to the Bangsamoro, the BTA-MISD facilitated the said training participated by the staff of the Office of the Member of Parliament Mohammad S. Yacob, Ph. D. As one of the Office’s steps to institutionalize the workforce, topics discussed in the training included the MS Office Applications – Word, Excel, Powerpoint and Publisher. In addition is the Cybersecurity Awareness which is also a vital aspect in the modern working environment.

Introduction to Digital Workspace and Canva

In celebration of Women’s Month, the Management Information System Division – BTA Parliament, in partnership with the BTA – Gender and Development Focal Point System (GADFPS) and DICT Maguindanao-Cotabato City – Mindanao Cluster 3, will be conducting a series of training sessions for the month of March.
The Introduction to Digital Workspace and Canva Design for Member of Parliament staff, conducted last March 6-9, 2023, aims to to provide the participants with the necessary knowledge and skill to collaborate more effectively with their peers using digital collaboration tools, specifically Google Workspace and graphics design., thereby increasing efficiency and productivity.

Basic ICT Troubleshooting and Repair Training

In celebration of Women’s Month, the Management Information System Division – BTA Parliament, in partnership with the BTA – Gender and Development Focal Point System (GADFPS) and DICT Maguindanao-Cotabato City – Mindanao Cluster 3, will be conducting a series of training sessions for the month of March.
The Basic ICT Troubleshooting and Repair training for BTA organic employees, conducted last March 1-2, 2023, aims to equip them with technical knowledge and skills in ICT that will enhance the delivery of public service, efficiently and effectively.

Introduction to Digital Workspace and Canva

The MIS Division conducted a one-day training session “Introduction to Digital Workspace and Canva” last November 3, 2022, at Kampsayt Resto, Cotabato City., to improve the productivity of BTA employees in their work and collaborate more effectively with their peers using digital collaboration tools.

Advanced Digital Literacy Training

The MIS Division conducted a 4-day Advanced Digital Literacy Training in partnership with DICT Maguindanao/Cotabato City last November 22-25, 2022 at the DICT Training Center, Rosary Heights 5, Cotabato City.

Mohammad Nizhar A. Acmad is a licensed Electronics Engineer and Electronics Technician. He was a Second Placer in the Electronics Technician Board Exam last October 2014. He finished his Master’s Degree in Electronics Engineering from the Ateneo de Manila University with a research study at Scuola Superiore Sant’Anna in Pisa, Italy. His research in Optical Networks-on-Chips was one of the 2017 Loyola School Publications Awardees. He also finished his Executive Course in Cybersecurity from the Asian Institute of Management in Makati City. Engr. Acmad was a former lecturer and researcher at the Ateneo de Manila University before entering the Parliament. Engr. Acmad was also awarded as one of the 2019 Most Outstanding Cotabateños for his contributions as an engineer and a youth leader. He represented the Philippines at numerous international conferences such as the Initiative for Peace Conference in Hong Kong, the Global Youth Leaders’ Summit in Singapore, and the International Conference on Cohesive Societies in Singapore. Currently, Engr. Acmad is a member of the Philippine Institute of Cybersecurity Professionals (PICSPRO), the Information Systems Audit and Control Association (ISACA), and one of the Board of Trustees of the Institute of Electronics Engineers of the Philippines (IECEP) – SOCCSKSARGEN Chapter.
