Policy Research and Legal Services

Under the Divisional Structure of the Bangsamoro Parliament and exemplified by the December 2020’s Resolution No. 96, the Policy Research and Legal Services (PRLS) shall provide support to the Members of the Parliament—including the Parliament’s departments, services, and division offices (referred here as Parliamentary Professionals)—with all forms of legislative analyses and types of legislative briefs including efficient legal assistance across legislative measures, agenda, and concerns.

The PRLS Office of the Service Director supervises the entire management operations, organizes Mandate-relevant activities, evaluates the works of the divisions, oversees legislative analyses and legislative briefs, facilitates legislative talks and workshops, initiates stakeholder’s partnerships, and manages its virtual presence. It has two divisions that carry and deliver specific focal service areas.

Legislative Research Division produces policy analyses, policy notes, and policy commentaries, and conducts legislative talks and workshops.

Legislative Measures and Legal Assistance Division constructs legal reviews, legal opinions, legal commentaries, and legal primers, including legal assistance on Parliament-related issues, and conducts legislative talks and workshops.

Dr. Nassef Manabilang Adiong is the founder of Co-IRIS (International Relations and Islamic Studies Research Cohort) formed in 2012, PHISO (Philippine International Studies Organization) created in 2015, and DSRN (Decolonial Studies Research Network) initiated in 2019. He works on interdisciplinary research between Islam and International Relations and explores research studies on various policy, legal and legislative topics about the Bangsamoro communities. A former Associate Professor and UP Scientist at the University of the Philippines Diliman, and presently the Director of the Policy Research and Legal Services (PRLS) of the Bangsamoro Parliament.
