among BTA members and across party lines.

“I commend the BTA’s initiative to institutionalize this caucus, which could help steer the BARMM government’s institutions and policies towards sustained peace and development,” Ambassador Véron said at the caucus’ special session on November 16.

He noted that the EU’s Support to the Bangsamoro Transition Programme (SUBATRA) would strengthen the BTA’s technical capacity for lawmaking, oversight, and representation.

BTA Speaker Atty. Pangalian Balindong said that the caucus was created to provide a safe space for members of the Parliament to discuss issues, developments, and new knowledge to expedite the enactment of priority legislation.

“The caucus aims to generate consensus among BTA members – regardless of their party or representations – and speed up crucial legislative processes,” Atty. Balindong added.

The MPLC will also represent the BTA in the Philippine Congress – Bangsamoro Parliament Forum and serve as the counterpart to the newly established Legislative Cabinet Committee of the BARMM’s executive branch.

“We appreciate the EU’s SUBATRA Programme. It helps us in navigating the challenging period of the Bangsamoro transition”, Atty. Balindong said, adding that “the BTA hopes to establish an enabling democratic governance environment in BARMM to pave the way for lasting peace and development.”
