DAVAO CITY — With the objective to further increase understanding about the revenue code, Members of the Parliament (MPs) of the Bangsamoro Transition Authority (BTA) underwent learning sessions on the internal revenue code (IRC) from October 28-30 held at Seda hotel, this city.
This project is a partnership between three institutions, the University of the Philippines (UP) Law Center, Office of the Presidential Adviser on the Peace, Reconciliation and Unity (OPAPRU or also known as OPAPP), and the Bangsamoro Transition Authority (BTA).
Resource speaker Atty. Abdel Jamal Disangcopan, lead lawyer of the project for the UP Law Center, said the two-batch learning session aims to introduce key legal and taxation principles.
“This activity served as venue for the Members of the Parliament to share their experiences and drawing out their insights in the Bangsamoro context. They learn from us but we also learn from them as we assist them in designing the BARMM’s Revenue Code,” Disangcopan said.
Ali Pangalian M. Balindong, Speaker of the Parliament, said the learning sessions have shown deepened interest and engagement between and among the BTA MPs to comprehensively deal with the IRC.
“The learning sessions were very helpful since it is one of the eight priority legislations of the BTA as provided in RA 11054. It was also a good opportunity for the MPs to further acquire essential skills in their role as legislators,” Balindong said.
As legislators, the MPs are given the authority to draft and deliberate on the IRC of BARMM as a priority legislative output of the BTA Parliament.
Furthermore, topics discoursed include Taxation in the Philippines, Capacitating the persons who carry out the legislative mandate of the BTA Parliament, Islamic Finance, Leadership and Good Governance in Islam, and the Natural Wealth Vis-à-vis the Internal Revenue Code of the BARMM.
The recently concluded session covered the first batch of participants. At present, there is an ongoing activity for the second set of participants, this time in Manila scheduled from November 4-6. (GALao, Communications & Media Unit, BTA Parliament)
